    Overview of Quebec Experience Program (PEQ)

    The Quebec Experience Program (PEQ), also called the programme de l’expérience québécoise, enables foreign Quebec graduates and temporary foreign workers to obtain a Quebec selection certificate.

    The Quebec selection certificate (CSQ), also known as Certificat de sélection du Québec, will allow you to apply for permanent residency in Canada. Obtaining a PR will enable you to work permanently in Quebec.

    As of October 31st, 2024, changes to the PEQ were made, as applications from foreign Quebec graduates were placed on hold until November 30th, 2025, when new immigration policies will be announced. On June 5, 2025, applications under the temporary worker stream were also placed on hold till November 30th, 2025. This new measure means that new applications from both streams will no longer be possible within the stated time.

    About the Quebec Experience Program

    In 1991, the Canada-Quebec Accord was established, allowing the province to select its immigrants. This also means that before an applicant applies for permanent residency, Quebec immigration officers must have accepted such an individual.

    The PEQ was established in 2010 for foreign workers already in Quebec, as well as applicants under a youth exchange program and Quebec graduates. Since the establishment of the Quebec Experience Program, the number of immigrants applying for permanent residency to the Canadian federal government through the CSQ has increased.

    The goal of establishing the PEQ program is to benefit immigrants who are already integrated into Quebec society and are willing to stay and contribute to the province’s economic growth.

    Selection Conditions for the PEQ

    Overview

    As an applicant, you must meet the general conditions to obtain a CSQ. Here are the general conditions that you must meet:

    • You must legally reside in Quebec at the time of applying.
    • You must be at least 18 years old.
    • You must have the intention to stay in Quebec for business purposes over a company that you do not have the right to exercise legal or de facto control over.
    • You must be proficient in spoken French, at least a level seven (7) according to the Quebec scale of measurement.
    • You must be proficient in written French, at least a level five (5)  according to the Quebec scale of measurement.
    • If your common-law partner or spouse accompanies you, they must demonstrate knowledge of spoken French, at least at level 4 according to the Quebec scale of French proficiency.
    • You must be financially capable of taking care of your needs and those of your accompanying family members.

    You must also meet the specific conditions for any of the streams you choose.  There are two streams of the PEQ. They are:

    • The Temporary Foreign Workers Stream
    • The Quebec graduates stream.

    Conditions for the Temporary Foreign Worker Stream

    • You must hold a temporary foreign worker permit, a youth exchange program permit, a working holiday permit, a young professional permit, or an international co-op internship.
    • You must have full-time paid job experience in the province of Quebec, with a minimum of 30 hours per week.
    • Your job must be listed in the National Occupational Classification.
    • Your job must not be an ineligible one, such as employment from payday loans, cheque cashing or the production of sexual products and services.

    Conditions for Quebec Graduates

    • You must have an acceptable degree. A diploma in vocational or technical training, a bachelor’s degree, a master’s degree, or a Ph.D. is usually accepted.
    • You must have completed your program at least 36 weeks before submitting your application.
    • You must have studied a full-time diploma at any of the Quebec educational institutions.
    • You must have completed a full-time program (secondary or post-secondary) in French from either Quebec or any other country, or 75 per cent of your course credits were completed in French.
    • You must have stayed in Quebec for at least half the time of your study program.

      The following is the document checklist to apply for a CSQ:

      • Your signed and dated oral French proficiency test with proof of result, if you are the principal applicant and that of your partner, who may accompany you.
      • Your declaration of values (both democratic and Quebec values), signed and dated.
      • A complete declaration with your signature, including that of your partner if accompanying you.
      • A complete financial independence contract with your signature
      • A declaration form that shows you are practising a regulated profession, a teacher or a licensed physician if it applies to you.
      • If your minor child is accompanying you without the other parent, you must include the declaration consent form.
      • If applicable, you must include the special authorization from the Quebec bar.
      • A photocopy showing pages of your passport and that of any family member who may accompany you.
      • Your civil registry birth certificate and that of your spouse.
      • You must include your work or study permit issued by the Canadian government if you have had one within the last three years.
      • Your Quebec acceptance certificate for the last three years, or since July 21, 2020.
      • Proof of your Quebec address, such as your electricity bill, if you have been residing in Quebec as of July 21st, 2020.
      • Your marriage, divorce, annulment certificate or death certificate of your spouse, including other proof of marital status such as wedding photos or joint account statements.
      • A proof of identity of your child’s other parent, if your child is accompanying you without the other parent, such as a photocopy of a passport.
      • Your birth certificate or adoption papers, and those of your child
      • Your certificate showing that you have completed secondary or post-secondary education.
      • Your transcript that proves you have completed a study program eligible in Quebec.

      Applying for Permanent Selection Through PEQ

      Overview

      Here are the steps to follow if applying for permanent selection through the PEQ.

      Step 1: Complete the First and Second Parts of the Application Form

      You must fill in all necessary details on the form in French, whether applying through the graduate stream program or the temporary worker stream. The form must be signed and dated. You can find the application form on the Quebec immigration website.  After completing the form, you must attach your supporting documents.

      Step 2: Attach Your Supporting Documents to the Application Form

      Attach all requested supportive documents as indicated in part two of the form. Make a coloured scan of all your original documents and save them in PDF format. submit to the Ministère de l’Immigration, de la Francisation et de l’Intégration. If your document has multiple pages, scan them and combine them into a single PDF file.

      Step 3: Create an Arrima Account

      Create your account on the Arrima platform in French. If you already have an account, you can sign in.  Submit your permanent selection application after completing the necessary steps, including the required supporting documents. Arrima will send an acknowledgement message to your email and message centre on the platform.

      Step 4: Pay the Application Fee

      You must pay the application fee for yourself and other accompanying family members. You can pay by credit card. The application fee is non-refundable.

      Step 5: Obtaining the Quebec Attestation 

      The Minister of Immigration, Francization and Integration will send you a request to obtain an attestation for learning about democratic and the Quebec values. After receiving the request, you have 60 days to acquire the attestation. Eligible accompanying family members must obtain an attestation of their eligibility. These include spouses aged 16 or older and children aged 18 or older.

      You can obtain the attestation online or by attending the Objectif Immigration information session. Individuals who fail the online assessment can attend the session, where instructors will educate them about Canadian values, cultural and democratic norms, and the work environment in Quebec.

      Step 6: Await the Decision

      The Quebec immigration authorities will review your application after you have submitted it. When a decision has been made, the Ministry of Immigration, Francization and Integration (MIFI) will send you and your accompanying family members a Quebec selection certificate and inform you of the subsequent steps.

        Application Process and Required Documentation for a PGWP

        You can apply for the Post-Graduation Work Permit online by following the steps outlined below:

        Step 1: Prepare the Required Documents
