What is the Alberta Opportunity Stream?
The Alberta Opportunity Stream is one of the immigration pathways in the Alberta Advantage Immigration Program (AAIP) that nominates eligible individuals for permanent residence in Alberta.
The opportunity stream allows temporary foreign workers who already live and work full-time in Alberta and have a full-time job offer from an Alberta employer in an eligible occupation to apply for an AAIP nomination. To qualify, you must have a positive Labour Market Impact Assessment (LMIA) or an acceptable LMIA exemption work permit to be eligible.

Eligibility Requirements
Individuals applying for the Alberta Opportunity Stream must meet the following requirements at the time the AAIP assesses their application:
- Hold a valid temporary resident status with a work permit or a Post Graduate Work Permit (PGWP)
- Satisfy specific occupation, education, and work experience requirements if they hold a PGWP, such as:
- Having an academic certificate issued by an Alberta Advanced Education publicly funded post-secondary institution.
- Being in an occupation related to their field of study in Alberta.
- Not be of a maintained status, that is, awaiting a decision for a Canadian Work Permit extension.
- Be in an eligible occupation, such as most of the occupations in the National Occupational Classification (NOC) TEER 0, 1, 2, 3, 4, and 5
- Demonstrate a minimum education qualification equal to a Canadian high school education.
- Have at least six months of Alberta work experience within the previous 18 months before their application in their current occupation, and meet all their occupation’s licensing and authorization requirements.
- Meet the Canadian Language Benchmark (CLB) minimum language requirement level 4 for occupations in National Occupation Classification (NOC) TEER 4 or 5, or a minimum level 5 for occupations in NOC 0,1,2 and 3.
Note that applicants with the NOC Code 33102 (nurses aides, orderlies, and patient service associates) must achieve a minimum language test score of CLB 7.
The following individuals are not eligible to apply for or be nominated under the AAIP, even if they have a job offer for 30 hours per week or more over 12 months:
- Part-time, casual, or seasonal workers, regardless of the number of hours worked
- Independent contractors, business owners, or temporary agency workers, including those listed as directors, shareholders, or agents of the Alberta employer on the Corporate Registry System (CORES)
- Employees working in areas not zoned for commercial or industrial operations, such as a home-based business (applies to the Alberta Opportunity, Rural Renewal, and Tourism and Hospitality Streams)
- Employees working outside Alberta, including remote workers based in other provinces or countries, or those working at physical locations not in Alberta
Application Procedure
Overview
Application for permanent residence through the Alberta Opportunity Stream is in different phases. Qualified candidates who live and work in Alberta must first submit an Expression of Interest (EOI) to the Alberta Advantage Immigration Program (AAIP).
Successful applicants will receive an Invitation to Apply (ITA) for the stream from the AAIP. If nominated, the final step is to submit a permanent residence application to Immigration, Refugees and Citizenship Canada (IRCC).
Submitting an Expression of Interest
You should begin your Alberta Opportunity Stream application by visiting the AAIP portal and creating an account. Once registered, the portal will redirect you to the stream selection page, where you should choose “Create New Expression of Interest (EOI) for Workers.” This selection will take you to the EOI registration page to continue the application process.
As part of the online application, you must provide the following:
- Contact details
- Existing Canadian permit
- Education
- Language proficiency
- Work experience
- Connection to Alberta
- Job details
The Expression of Interest (EOI) application for the Alberta Opportunity Stream is a straightforward, one-page form that must be completed in one sitting, as it cannot be saved as a draft. Also, no documents or fees are required at this stage.
Once the form is completed, you should submit it and confirm that your status shows “Submitted,” which indicates successful entry into the worker stream pool.
Receiving an Invitation to Apply (ITA)
The Alberta Advantage Immigration Program (AAIP) will send you an Invitation to Apply (ITA) via email if your application is successful, and your application status will be updated on your online portal.
An Expression of Interest (EOI) application remains valid for 12 months. The EOI is automatically withdrawn if no ITA is issued within that period. You should check your portal and email frequently for any updates or communication from the AAIP.
Submitting a Provincial Nomination Application
You must initiate their provincial nomination application within 15 days of receiving the ITA and submit a completed application within 30 days of starting it. Once an application is in progress, a candidate is removed from the EOI pool. However, if the application is not completed or is rejected, they may re-enter the pool.
The provincial nomination application is also completed through the AAIP portal. You should begin your Alberta Opportunity Stream application using the unique link in your Invitation to Apply (ITA) email. While exact processing times are not specified, the combined duration for the EOI and provincial nomination stages may take up to six months.
The online nomination application form requires details similar to those of the EOI application. After completing the application and uploading all the necessary documents, formally submit it through the portal. The AAIP may request additional information after submission, so monitoring the portal regularly for updates or notifications is essential.
Paying the Application Fee
The application fee for provincial nominee applications under the Alberta Opportunity Stream and all Worker streams is $1,500. You must pay the fee within 24 hours of submitting a complete application. The AAIP will only review an application after confirming the fee payment.
The fee is payable via a credit or debit card, and you can verify your payment status on the AAIP portal. eServices will also send a receipt to your email. The AAIP does not refund paid application fees.
Receiving a Decision
The AAIP will review your submitted application and will notify you and your authorized representative (if applicable) of the decision via email. If the application is approved, you will becomes a provincial nominee and can proceed to apply for permanent residence through Immigration, Refugees and Citizenship Canada (IRCC).
In cases where an application is refused, an applicant cannot move forward unless they restart the process or submit a formal request for reconsideration. You should review the reasons for refusal carefully and only proceed with a reconsideration request if there is a clear indication that the AAIP may have made an error in its assessment.
Engaging a qualified immigration solicitor is highly recommended, as they can objectively review the situation and prepare a well-substantiated request that meets legal and procedural standards.
Note that reconsideration requests must be submitted within 30 calendar days of the refusal notification and are subject to a non-refundable fee of $250.
Understanding EOI Points
The Expression of Interest (EOI) system uses a points-based model to rank candidates for the Alberta Opportunity Stream and other AAIP streams. Those with the highest scores are more likely to receive an Invitation to Apply (ITA). While no minimum score is required to enter the pool, the maximum obtainable score is 100.
Points are awarded based on two major categories: human capital factors and economic factors. Human capital factors include language proficiency, education, age, work experience, and family ties to Canada, with a maximum of 69 points available. Economic factors, such as a valid job offer in Alberta and the location of employment within the province, account for the remaining 31 points.
Applicants with more substantial qualifications receive higher scores. For instance, those with a Doctorate Degree can earn up to 12 points, while individuals with Canadian Language Benchmark (CLB) level 6 or higher can earn up to 8 points for language proficiency.
Once an EOI application is submitted, the portal will automatically calculate and display an applicant’s total score based on the information provided. Applicants should understand how points are calculated to evaluate their competitiveness in the EOI pool.
Alberta Opportunity Stream: Supporting Documentation
The AAIP has an Alberta Opportunity Stream checklist that applicants must complete and submit with their application. The documents required to apply for the stream include:
- Valid passport
- Approved language proficiency test results
- Alberta Work Permit
- Labour Market Impact Assessment (LMIA) or a document that demonstrates an exemption used for the Work Permit, like the North American Free Trade Agreement
- Education credential documents or Education Credential Assessment (ECA)
- Pay statement for the previous three months
- Employment reference letters
- AAIP employer declaration and authorization form
- Alberta job offer or employment contract
- Evidence of a relative for applicants who included an Alberta relative in their EOI registration. These documents may include:
- Birth certificate
- Proof of permanent residency or citizenship
- Evidence of the relative’s residence in Alberta
- Alberta dependent authorization form (if applicable)
- AAIP use of representative form (if applicable)
Alberta Advantage Immigration Program
The Alberta Advantage Immigration Program (AAIP) is Alberta’s official Provincial Nominee Program (PNP), designed to attract individuals with in-demand skills or entrepreneurial aspirations who wish to settle in the province.
The AAIP offers multiple streams tailored to different applicant profiles that are best suited for life and work in Alberta. It is a pathway to permanent residency, as applicants who receive a provincial nomination from the AAIP will be eligible to apply for PR.

AAIP Updates
The Alberta Advantage Immigration Program (AAIP) frequently announces updates to its policies and application processes on its official program updates page. Several changes have already been introduced in 2025, with more expected throughout the year.
These updates often include essential revisions that may impact eligibility or application procedures. Applicants should consult an immigration lawyer to understand how these changes may affect their case.
Here is a timeline of recent AAIP updates in 2025:
April 1, 2025:
- The AAIP authorized the acceptance of the Pearson Test of English Core as proof of English language proficiency in addition to CELPIP and IELTS.
- It also adjusted the application fees for the Worker streams to $1,500 from the previous $840.
March 17, 2025:
- The AAIP advised candidates who submitted Express Entry applications on or after September 30, 2024, to update their profiles if they are set to expire before a decision is made. The AAIP may request a new profile that meets current eligibility criteria. Applicants are also encouraged to update any profile nearing expiration to ensure they remain eligible. Failing to update the profile could negatively impact the application outcome.
- The AAIP announced that it would not participate in the Federal Government’s Public Policy to Work Permits for Prospective Provincial Nominee Program Candidates in 2025 to enable it to focus on recruiting talents best suited to the province’s economic and labour needs.
- It also declared it would cease actively accepting candidates under the Family Connection and Occupation in Demand pathways.
February 17, 2025:
- The AAIP announced that applicants can only provide application updates through the “Update Employment Information Tab” on their AAIP portal. They must submit it as a Word document, and the AAIP will not accept submissions made by email. Applicants should also submit the requested documents through the portal. This update applies to applicants for the:
- Alberta Opportunity Stream
- Alberta Express Entry Stream
- Rural Renewal Stream
- Tourism and Hospitality Stream
February 14, 2025:
- The AAIP released new reporting fraud information to help protect applicants and stakeholders and enhance fraud case responses.
Alberta Advantage Immigration Program Application Streams
Overview
The AAIP has eight streams, divided into Worker and Entrepreneur categories.
AAIP Worker streams target applicants with the required skills and expertise to contribute to the province’s labour sector, and they include:
- Alberta Opportunity Stream
- Alberta Express Entry Stream
- Rural Renewal Stream
- Tourism and Hospitality Stream
Entrepreneur streams are optimized for applicants with the capital to set up or purchase a business in Alberta, and they include:
- Rural Entrepreneur Stream
- Graduate Entrepreneur Stream
- Farm Entrepreneur Stream
- Foreign Graduate Entrepreneur Stream
Comparison of Processing Times and Success Rates Among Streams
The AAIP issued 9,942 nominations in 2024, with the majority going to temporary foreign workers. In 2025, the AAIP intends to issue over half its nominations to the Alberta Opportunity Stream.
Streams like the Rural Renewal and Alberta Express Entry also have a respectable EOI nomination rate. Entrepreneur streams get the lowest nominations due to their strict and hard-to-satisfy eligibility requirements.
Regarding processing times, the AAIP prioritizes Express Entry Streams like the Accelerated Tech Pathway and Law Enforcement Pathway. These streams take around one to two months to process. Other streams, like the Alberta Opportunity Stream, take much longer due to the application volume.
Streams for Workers
Here is a breakdown of the requirements for the four immigration streams under the AAIPs Worker category:
Tourism and Hospitality Stream
The Tourism and Hospitality Stream targets temporary workers living and working in Alberta with an eligible job offer in the tourism and hospitality sector. They must have a positive Labour Market Impact Assessment (LMIA) and satisfy the following requirements:
- Live and work in Alberta for an eligible employer in an eligible occupation and hold a valid Work Permit.
- Have a full-time, paid, minimum of six months consecutive work experience with an approved Tourism and Hospitality employer. They must work at least 30 hours per week or 780 hours total, and the experience must have been gained with their current employer.
- Demonstrate a minimum English language proficiency level 4 or higher on the Canadian Language Benchmark (CLB)
- Have completed a minimum of high school (secondary school) education or its equivalent, demonstrated through an Educational Credential Assessment.
Employers hiring under this route must belong to an eligible industry, as defined by the Workers’ Compensation Board (WCB). Some eligible industries under the stream include:
- Museums and Art Galleries
- Zoos, Games, and Farms
- Golf Clubs and Ranges
- Bowling Alleys and Billiard Parlours
- Sky Resorts and Gondolas
- Casinos and Dance Halls
- Hotels and Convention Centres
- Sports and Recreation
Alberta Express Entry Stream
Applicants in the Express Entry pool can get a Notification of Interest (NOI) from the province of Alberta if they satisfy the following requirements:
- Have a job offer from an eligible Alberta employer with a licence to practice in one of the eligible health occupations under the Dedicated Healthcare Pathway.
- Are in an eligible tech occupation under the Accelerated Tech Pathway
- Are in an eligible police occupation under the Law Enforcement Pathway
Individuals with useful experience in supporting labour demands in integral Alberta industries like agriculture and aviation can also get a notification of interest.
Applicants must also meet the following criteria:
- Have an active Express Entry profile and meet the requirements of at least one of these streams:
- Canadian Experience Class
- Federal Skilled Trades Program
- Federal Skilled Workers Program
- Ensure their primary occupation in the Express Entry system is the same as their Alberta job offer.
- Aspire to live and work permanently in Alberta.
The AAIP requires Express Entry applicants to have a minimum Comprehensive Ranking System (CRS) score of 300 to be eligible for a NOI. Once they get a notification of interest, they must submit a provincial nomination application to the AAIP.
If an applicant receives a nomination, their CRS score will increase by 600, increasing their chances of being invited to apply for permanent residency during the Express Entry Stream draws.
Rural Renewal Stream
The Rural Renewal Stream allows eligible applicants to live and work in designated communities in rural Alberta. Communities and employers can recruit foreign nationals to support local development independently or through the services of approved non-governmental organizations called Designated Referral Partners (DRPs).
The DRPs recruit candidates under the Economic Mobility Pathway Pilot (EMPP). They work with communities to identify candidates with the required skills and experience to satisfy their labour and socio-economic demands and match them with local employers. The AAIP lists over 40 designated communities that can hire workers through the Rural Renewal Stream.
To be eligible for the Rural Renewal Stream, applicants must:
- Have a full-time job offer in an eligible occupation, such as most occupations in the NOC TEER 0, 1, 2, 3, and 4.
- Demonstrate a minimum of 12 months full-time work experience in an eligible occupation within the last 18 months before their application. It could be inside or outside Canada.
- Demonstrate 12 months of work experience within the last 10 years before their application, if applying through the EMPP.
- Meet a minimum CLB level 4 English Language proficiency
- Have completed a minimum of a Canadian high school educational qualification or a foreign equivalent
- Demonstrate that they have enough settlement funds
Post Graduate Work Permit applicants are exempt from the work experience requirement if they have completed at least two years of post-secondary education at an IRCC-designated learning institution in their designated community.
Candidates endorsed by a community can apply for provincial nomination, and if they receive a nomination, they can apply for permanent residency.
Support Available for Immigrants Settling in Rural Alberta Communities
The Rural Renewal Stream is a community-driven program, and the communities are expected to help migrants facilitate integration. They usually partner with settlement agencies. The federal government also provides settlement support to PR applicants.
Many settlement service companies exist in Alberta, and they assist candidates with accommodation, rent, transportation, healthcare, education, and even financial support to low-income families. Settlement organizations also ensure applicants get the required language and employment training to contribute effectively to their local communities and Alberta.
Streams for Entrepreneurs
Entrepreneurs can migrate to Alberta through any of the following streams:
Rural Entrepreneur Stream
The Rural Entrepreneur Stream targets individuals who want to start a business or buy an existing one in a designated Alberta community.
Eligible communities must be outside the Calgary and Edmonton Census Metropolitan Area and have a population of under 100,000. Before establishing their business, applicants must thoroughly research eligible business locations and understand all relevant licensing and registration requirements.
To qualify for the stream, an applicant must:
- Be an active business owner/manager with a minimum of three years of experience, or four years of experience as a senior manager
- Have a minimum of a Canadian high school educational qualification or its foreign equivalent
- Demonstrate a minimum language proficiency of CLB level 4
- Have a minimum net worth of $300,000
- Invest a minimum of $100,000 of their equity, or jointly owned with their spouse or common law partner.
- Own at least 51% of the business, or 100% if it’s a succession
- Ensure that the business creates at least one full-time job for Canadian citizens or PR holders (cannot be a relative of the business owner)
- Include a Community Support Letter in their application
Since the Rural Entrepreneur Stream involves establishing a business, the application process is typically more complex than other pathways and requires active engagement with the local community. As part of the process, communities will arrange an exploratory visit to assess the applicant’s business proposal and determine its alignment with local needs.
Eligible Businesses for the Rural Entrepreneur Stream
The AAIP emphasizes that the business must be eligible or demonstrate that it can benefit Alberta economically. It must be set up to earn profit and comply with federal, municipal, or provincial regulatory or licensing requirements.
Businesses in a certification-required Trade must possess an Alberta Apprenticeship and Industry Trade (AIT) recognized trade certificate, while certification-optional trades do not require a recognized trade certificate.
Rural Entrepreneur Stream EOI Points
Interested candidates will be placed in an Expression of Interest pool and evaluated alongside others. The EOI pool for the streams for entrepreneurs differs from that of the workers stream due to their vastly different eligibility requirements. The AAIP Rural Entrepreneur Stream considers factors like the:
- Business location
- Business experience
- Business establishment
- Human capital, such as language proficiency and education
- Adaptability (Alberta study/work experience, relatives, spouse or common law partners, and age)
Applicants can earn up to 175 points across these factors. Stronger performance in each area results in a higher overall score. Candidates can use the self-assessment tool to evaluate their eligibility for the stream.
Graduate Entrepreneur Stream
The Graduate Entrepreneur Stream allows international graduates from Alberta post-secondary institutions who intend to establish or operate a business in the province to obtain permanent residency.
Individuals applying for the Graduate Entrepreneur Stream must:
- Have completed at least two years of full-time education in an Alberta Advanced Education publicly funded post-secondary institution
- Possess a valid Post Graduate Work Permit
- Demonstrate language proficiency level of CLB level 7 or higher
- Establish a new or buy an existing eligible business in Alberta, with at least 34% ownership.
As part of the application process, applicants must submit an Expression of Interest and a Business Application Package, which includes:
- A Business Plan Evaluation Report from KPMG LLP or MNP LLP and
- A Qualified Service Provider Report
The stream also uses an EOI point system, but some features and requirements differ from other Alberta PNP streams for entrepreneurs. For example, the maximum obtainable points on the Graduate Entrepreneur Stream Points Grid is 125, compared to 175 for the Rural Entrepreneur Stream.
Farm Stream
The Farm Stream is designed for individuals with substantial financial resources and farm management experience who wish to establish or purchase a farming business in Alberta. Through the stream, agricultural entrepreneurs can obtain permanent residency and migrate to Alberta with eligible family members.
The Farm Stream is a collaboration between the Alberta Advantage Immigration Program (AAIP) and Alberta Agriculture and Irrigation. While the AAIP manages the application process, it consults with Alberta Agriculture and Irrigation to assess whether the proposed farm aligns with the province’s agricultural priorities.
Applicants under this stream must:
- Demonstrate farm management skills by submitting:
- Financial documentation of an existing farm business
- Education, training, and work experience documents
- A guarantee that a Canadian financial institution will fund the proposed farming business
- A detailed business plan
- Demonstrate an ability to invest a minimum of $500,000 of equity into the farming business or access a similar amount from other eligible sources, like financial institutions.
Foreign Graduate Entrepreneur Stream
The Foreign Graduate Entrepreneur Stream allows graduates of educational institutions outside Canada to set up an innovative business in Alberta. Individuals applying for this stream must:
- Have actively owned and managed a business for at least six months, or have work experience with a business incubator or accelerator
- Have completed a post-secondary degree from an institution outside Canada within the last ten years before their application
- Formulate a comprehensive business plan.
- Submit a 10-minute slides-only presentation outlining their proposed business venture that appeals to investors.
- Satisfy a CLB level 5 language or higher proficiency in an approved English Language test.
- Own a minimum of 34% equity in the business if the location is in an urban centre, or 51% ownership if it is located in an area outside the Calgary and Edmonton Census Metropolitan Area.
- Invest at least $100,000 for businesses in urban areas or $50,000 for rural-based businesses. An applicant’s spouse or civil partner’s equity also counts.
- Demonstrate enough settlement funds for the initial stages of their arrival in Canada.
The Alberta Advantage Immigration Program (AAIP) partners with designated agencies to assess applicants for the Foreign Graduate Entrepreneur Stream based on AAIP criteria and Alberta’s economic priorities. Eligible applicants will receive a letter of recommendation and a written assessment from the agencies, which must be included in their Expression of Interest (EOI) application.
Designated agencies help applicants navigate business setup in Alberta by providing access to counselling, coaching, and networking opportunities. They support compliance with the Business Performance Agreement and facilitate applicants’ connections with other entrepreneurs.

Applicants should note that the Foreign Graduate Entrepreneur Stream also uses EOI points to rank applicants for invitation to apply.
