Eligibility Requirements for the Portugal HQA Visa Program
Overview
You must meet specific eligibility requirements to qualify for the HQA visa. You must:
- Be 18 years or older
- Be a non-EU/EEA citizen or resident

- Have a clean criminal record.
- Have a minimum one-year employment contract or promise of employment from a Portuguese company.
- Your job in Portugal must pay a salary that’s at least 1.5 times the national average annual salary or 3 times Portugal’s Social Support Index value, which is currently €522.50. If you’re in a critical needs profession, your salary must be at least 1.2 times the national average.
- Have a valid health insurance coverage.
- Be proficient in Portuguese, English, Spanish, or French, suitable for the role you’ll be performing.

Family Members for the Portugal HQA Program
D3 residence permit holders have the right to bring their immediate family members to join them in Portugal through the family reunification process. You can bring your:

How to Get a Portugal HQA Visa?
The first step in the Portugal HQA program is to secure a job or a promise of employment from a Portuguese employer. Your job as a highly qualified professional is the basis on which you’ll apply for the HQA visa.
Once you get a valid job offer, you can start your D3 visa application. The HQA visa application process is as follows:
- Collect Supporting Documents: Compile all documents required for proving your eligibility for the HQA visa, including proof of employment, a criminal record certificate, and other necessary documents listed above.
- Complete the online application: You can find the D3 visa application form on the Embassy of Portugal’s website. Fill out all required details, then print and sign the form.
- Schedule and attend a visa interview: All HQA visa applicants are required to attend a visa interview at a VSL application center or Portuguese consulate. You’ll submit your completed application form and supporting documents during this interview.
- Receive your visa and travel to Portugal: HQA visas receive priority processing. If your visa application is approved, you’ll receive an HQA entry visa within 30 to 90 days. The visa is usually valid for 120 days and allows you to enter Portugal to apply for a residence permit.
Applying for a Portuguese Residence Permit
Overview
Once you arrive in Portugal, you must schedule a residency permit appointment with AIMA before your visa expires. You will need to submit your HQA visa and a rental contract or property ownership as proof of residence when applying for a residence permit.
AIMA typically processes residency permit applications within 6 to 10 weeks. If your application is approved, you’ll be issued a Residence Card valid for 2 years. If your work contract is still valid at the end of the 2 years, you can apply to extend your residence permit at least 90 days before the expiration of your Residence Card.
Your residence permit will be extended for an additional 3 years, after which you can apply for permanent residence status or Portuguese citizenship.
Permanent Residency and Portuguese Citizenship as a D3 Visa Holder
You can apply for permanent residency or Portuguese citizenship after 5 years of residing in Portugal with a D3 residency permit.
However, approved changes to Portugal’s Nationality Law include an increase in residency requirements for citizenship. The residency requirement will increase from 5 years to 7 years for EU and CLCP nationals and to 10 years for all other foreign nationals.
If the changes are signed into law, HQA visa holders will no longer be able to obtain Portuguese citizenship after 5 years of residence. You must first acquire permanent residency status and then apply for citizenship after 2 or 5 years, depending on your nationality.
Portugal’s permanent residents and citizens enjoy similar benefits. The key difference is that Portuguese citizenship grants you the right to obtain a Portuguese and an EU passport.
Cost of the Highly Qualified Activity Visa for Portugal
The HQA visa process costs €90. As with most visa application fees, the fee is non-refundable even if your application is not successful. Application for a Portuguese residence permit from AIMA costs €83.
