What is the Portugal HQA Visa Program?
The Highly Qualified Activity (HQA) visa, also known as the Portugal D3 visa, is for highly skilled professionals who have a work contract or job offer from a Portuguese company or want to invest in a research and development project in a Portuguese university.
The D3 visa provides a streamlined pathway to obtaining Portuguese residency and EU citizenship for non-EU/EEA nationals with specialized skills and advanced professional qualifications. It is typically issued to professionals in senior or highly qualified positions in IT, engineering, healthcare, scientific research, and other specialized fields.
The Portuguese government introduced the HQA visa program in 2023 as a means of addressing shortages in highly skilled roles and encouraging foreign investments in Portugal. HQA visa applications often receive priority processing, and you can expect a decision within 30 to 60 days.
An HQA visa is usually valid for 120 days. You must apply for a D3 residency permit from the Agency for Integration, Migration, and Asylum (AIMA) in Portugal within 120 days to validate your long-term stay. The initial residence permit is valid for 2 years and can be renewed for another 3 years, after which you can apply for Portuguese permanent residency or citizenship.
D3 visa holders enjoy visa-free travel across the Schengen Area. You can apply for an EU Blue Card after 18 months of holding an HQA residence permit. An EU Blue Card grants you the right to work anywhere in the European Union and EEA (except Denmark and Ireland) without needing additional work permits.

Portugal’s Highly Qualified Activity Visa Benefits
Overview
The Portugal HQA visa program offers several benefits. They include:
- EU Residency: A D3 Portugal residence permit grants you the freedom to visit all 26 Schengen countries without needing a visa.
- Direct Path to Portuguese Citizenship: The HQA visa is a direct path to Portuguese permanent residency and citizenship. You can apply for permanent residency or citizenship after 5 years of legal residency in Portugal on a D3 visa.
- Family Reunification: The Portugal HQA visa program allows your immediate family members (spouse, dependent children, and aged dependent parents) to join you in Portugal. They’ll enjoy the same residency and travel rights as you.
- Access to Public Services: A Portuguese HQA visa grants you the right to access public services such as state-funded healthcare and educational institutions in Portugal.
- Fast Processing: Portugal prioritizes D3 visa processing. HQA visas are typically processed within 30 – 60 days. Although it can sometimes exceed this timeline, it’s still faster in comparison to the D7 visa, which takes 6 months, and the golden visa, which takes up to 2 years.
- EU Blue Card: You can apply for an EU Blue Card after 18 months of holding an HQA residency permit if you want to explore advanced career opportunities across the EU. However, leaving Portugal for another country may jeopardize the continuous residence required for Portuguese citizenship.
- Low Costs: The HQA visa program has a start-up investment option for entrepreneurs and investors, which costs significantly less than the Portugal golden visa program.
Tax Benefits of the HQA Visa
The Portugal Highly Qualified Activity visa also attracts several benefits under Portugal’s new Non-Habitual Resident (NHR) regime. The tax advantages are applicable for the first 10 years of your stay once you become a tax resident, provided you’ve not had tax residency in Portugal in the last 5 years.
- You’ll pay a flat rate personal income tax of 20% on your Portuguese income if your work is regarded as’high value,’ which most D3 professions are.
- Tax exemption on foreign-sourced income, including rental income, dividends, royalties, pensions, interest, and capital gains from real estate sales.

Who Is Considered a Highly Qualified Professional Under the Portugal HQA Visa Program?
Portugal’s immigration law defines ‘highly qualified activity’ as any work that requires specialized technical skills or an advanced professional qualification to perform. Under the Portuguese HQA program, highly qualified professionals include:
- Senior managers or executives with significant experience or advanced qualifications employed by Portuguese corporations in administrative or senior management roles.
- Specialists in a wide range of sectors, including biotechnology, IT, artificial intelligence, healthcare, information technology, finance, law, industrial processing, engineering, renewable energy, crypto, blockchain, pharmaceuticals, e-commerce, and other high-skilled sector professionals.
- Start-up founders scaling high-tech ventures or business owners looking to scale into new markets.
- Innovators in science, research, and development projects.
- Teachers and researchers who are coming to work for Portuguese universities.
Eligibility is not limited to the above-listed fields. If you have an advanced qualification, specialized skill, or extensive experience in your field, you may be eligible. You can contact us on +1 844 290 6312 to help assess your eligibility for an HQA visa.

How to Get a Portugal HQA Visa?
The first step in the Portugal HQA program is to secure a job or a promise of employment from a Portuguese employer. Your job as a highly qualified professional is the basis on which you’ll apply for the HQA visa.
Once you get a valid job offer, you can start your D3 visa application. The HQA visa application process is as follows:
- Collect Supporting Documents: Compile all documents required for proving your eligibility for the HQA visa, including proof of employment, a criminal record certificate, and other necessary documents listed above.
- Complete the online application: You can find the D3 visa application form on the Embassy of Portugal’s website. Fill out all required details, then print and sign the form.
- Schedule and attend a visa interview: All HQA visa applicants are required to attend a visa interview at a VSL application center or Portuguese consulate. You’ll submit your completed application form and supporting documents during this interview.
- Receive your visa and travel to Portugal: HQA visas receive priority processing. If your visa application is approved, you’ll receive an HQA entry visa within 30 to 90 days. The visa is usually valid for 120 days and allows you to enter Portugal to apply for a residence permit.
Applying for a Portuguese Residence Permit
Overview
Once you arrive in Portugal, you must schedule a residency permit appointment with AIMA before your visa expires. You will need to submit your HQA visa and a rental contract or property ownership as proof of residence when applying for a residence permit.
AIMA typically processes residency permit applications within 6 to 10 weeks. If your application is approved, you’ll be issued a Residence Card valid for 2 years. If your work contract is still valid at the end of the 2 years, you can apply to extend your residence permit at least 90 days before the expiration of your Residence Card.
Your residence permit will be extended for an additional 3 years, after which you can apply for permanent residence status or Portuguese citizenship.
Permanent Residency and Portuguese Citizenship as a D3 Visa Holder
You can apply for permanent residency or Portuguese citizenship after 5 years of residing in Portugal with a D3 residency permit.
However, approved changes to Portugal’s Nationality Law include an increase in residency requirements for citizenship. The residency requirement will increase from 5 years to 7 years for EU and CLCP nationals and to 10 years for all other foreign nationals.
If the changes are signed into law, HQA visa holders will no longer be able to obtain Portuguese citizenship after 5 years of residence. You must first acquire permanent residency status and then apply for citizenship after 2 or 5 years, depending on your nationality.
Portugal’s permanent residents and citizens enjoy similar benefits. The key difference is that Portuguese citizenship grants you the right to obtain a Portuguese and an EU passport.
Cost of the Highly Qualified Activity Visa for Portugal
The HQA visa process costs €90. As with most visa application fees, the fee is non-refundable even if your application is not successful. Application for a Portuguese residence permit from AIMA costs €83.
Aside from the visa and residency permit fees, there are additional costs associated with the D3 visa process. This includes the cost of:
- Hiring legal professionals to assist you with the immigration process.
- Compiling and translating or notarizing supporting documents.
- Booking a hotel reservation or renting an apartment in Portugal
- Flight ticket to Portugal
