    What Is the France Talent Passport and Who Is It For?

    A French Talent Passport is issued to people or enterprises who can make a significant contribution to the French economy through their field of expertise or skill.

    It is available to citizens of non-European Union countries who have an employment contract for more than three months and up to one year. There is no need for employers to apply for a separate work visa.

    There are several categories under which a Talent Passport may be issued. After arrival in France, holders of this type of Long Stay Visa can apply for a Multi-Year Residence Permit, which is valid for four years.

    Their family can accompany them, and they will be given Multi-Year Residence Permits, allowing them to live and work in France.

      France Talent Passport Eligibility & Requirments For Australians

      There are eleven qualifying categories of the French Talent Passport. Each category has criteria that needs to be met for the applicant to be eligible and its own set of supporting documents.

      Talent Passport Required Documents

      Due to the various and differing routes to a Talent Passport, the list of documents required will depend on which category is being applied for. However, there are some documents that all applicants will need to provide:

      • Valid passport
      • Long Stay Visa Application form (CERFA no. 14571*05) completed, signed and dated
      • Three recent standard passport photos
      • Medical insurance
      • Evidence of financial resources
      • Proof of accommodation
      • Criminal record certificate
      • Visa payment receipt

      In addition, applicants will need to provide documents specific to the categories of Passport Talent to demonstrate they met the criteria.

      Qualified Employee

      Graduates with a Master’s degree or the equivalent qualification or who have a professional licence are eligible for the Talent Passport. It’s necessary to have an employment contract for a French company lasting more than three months. The position must pay a gross salary above €42,406 which is at least twice the minimum legal wage in France.

      The necessary supporting documents for a qualified employee are:

      • Form CERFA no. 15614*4 detailing elements of the employment contract
      • Employment contract, including annual salary details and the job role, with an established French
      • Copy of qualification certificate plus evidence of skills and previous experience
      • Sworn declaration of registration with the French social security system or social security certificate of temporary employment abroad
      • Up-to-date excerpt of the commercial register for the company, or titre d’artisan if the employer is an individual
      • Confirmation of social security contributions payment
      • If applicable, a letter appointing an individual or legal entity established in France to complete necessary administrative formalities on the applicant’s behalf

      Employment in an Innovative Company

      If you are an innovative company which has been recognised by the Ministry of Economy in France your employees can apply for the Talent Passport. To be eligible, applicants must be directly involved in your company’s research and development, have a French employment contract and receive a minimum gross salary of €42,406.

      The required documents for an individual employed by an innovative new company are:

      • Form CERFA no. 15614*04 setting out elements of the employment contract
      • Employment contract for more than three months with your company and showing gross salary of at least two times the French minimum wage
      • Proof your company is an innovative start-up
      • Social security certificate of temporary employment abroad or sworn declaration of registration with the French social security system
      • Letter detailing the purpose of the assignment to be undertaken and duties to be performed
      • Extrait K-bis for your company or titre d’artisan if the employer is an individual
      • Confirmation of payment of social security contributions and where applicable, payments into the paid leave scheme (caisse des congés payés)
      • Evidence of employee’s skills and experience corresponding to the position
      • If applicable, a letter appointing a legal entity or individual established in France to carry out administrative formalities in the applicant’s name

      Highly Skilled Employment

      Highly qualified paid employees of a French company can apply for the Talent Passport – EU Blue Card. Applicants must have a diploma showing at least three years of higher education or five years of professional experience at a comparable level. A French employment contract of at least one year which pays a gross salary of €53,836.50 is required.

      This card is also available to Australians in France who have stayed in another European Union country for at least 18 months with an EU Blue Card. They must apply for the card within a month of entering France.

      The documents needed are:

      • CERFA form no. 15615*01 detailing the elements of the employment contract
      • Employment contract for a minimum of one year with a French company and a gross salary of at least €53,836.50
      • Evidence of three years of higher education or five years of professional experience
      • Social security certificate of temporary employment abroad or proof of the employer’s registration with the French social security system
      • Letter detailing the duties and purpose of the assignment
      • When applicable, an extrait K bis for your company or titre d’artisan for an individual employer
      • Confirmation of payment of social security contributions by the employer and when applicable payments into the paid leave scheme
      • Evidence of the employee’s skills and experience corresponding to the position
      • If needed, a letter appointing a legal entity or individual to complete the administrative formalities on behalf of the applicant

      Employee on Assignment

      An employee of a foreign company can work for a French establishment of the same company or an enterprise of the same international group under a Talent Passport. Eligibility is dependent on the applicant having been employed by your company for at least three months and possessing an employment contract employing them in France. The minimum gross remuneration for this position is €38,165.40.

      The following documents are required:

      • CERFA form 15616*01 justifying the application for a Passeport Talent
      • Employment contract from your business or branch established in France
      • Proof of at least three months of paid employment with the company or group posting the employee to France
      • Evidence of the relationship between the company abroad and the French company
      • Sworn declaration of application for registration with the French social security system or social security certificate of temporary employment abroad
      • Document setting out the duties and purpose of the assignment
      • Extrait K bis for your company, or titre d’artisan if the employer is an individual
      • Confirmation of social security contribution payments and, where applicable, payments to the paid leave scheme
      • Evidence of the employee’s experience and skills
      • Document appointing an individual or legal entity established in France to conduct administrative formalities on the applicant’s behalf

      Researcher

      Researchers with a Master’s degree or equivalent entering France for research or to teach at university level may apply for a Talent Passport. Applicants must also have a hosting agreement approved by a public or private research organisation. If your company’s researcher will be travelling to another EU country it is possible to obtain a Talent Passport that states they are a member of a research mobility programme.

      The documents needed are:

      • Signed hosting agreement with an accredited education or research institute
      • Diploma at least equivalent to a Master’s degree
      • Documentary proof that the applicant is coming to France to conduct research or teach at university level

      Company Creation Project in France

      If you are starting a business creation project in France it’s possible to apply for a Talent Passport. Applicants require a Master’s degree or five years of work in a professional environment and will have to justify the business creation project to the French authorities.

      For a new business creation project in France, the following documents are needed:

      • Completed CERFA form no. 13473*01 for ‘retailer, craftsman, manufacturer’
      • Letter certifying the existence of an economically viable business plan
      • Proof of investment of at least €30,000
      • Master’s degree or five year’s professional experience
      • Proof of financial resources equal to the minimum French wage before tax
      • Evidence of company registration or membership of the social security regime for self-employed workers
      • Business plan and budget forecast
      • Proof of the ability to carry out the proposed new business
      • Confirmation of credit balance in a French account held in the applicant’s name or guarantee commitment from a credit or insurance company

      Other detailed documents will be required for a new business creation project depending on:

      • whether it is established in the applicant’s name,
      • if it is by lease management,
      • if the applicant is creating a French company
      • whether the applicant is setting up a branch of a foreign company

      Innovative Economic Project

      If your business has an innovative economic project in France you can apply for a Talent Passport. Your company must provide supporting documents, and the project in France must have been recognised by a public body before applying.

      For an innovative economic project recognised by a public body, the following documents are required:

      • Evidence that the project is innovative by its nature, duration and purpose
      • Documents proving the project is recognised by a public body
      • Proof of financial means corresponding to the national minimum wage

      Economic Investor

      As an economic investor, you can apply for a Talent Passport, through a company or by personal investment. If you invest via your company it should be run by you, or you should own at least 30% of the shares. The aim should be to create or retain jobs within four years of the investment, which should be a minimum of €300,000 in tangible or intangible assets.

      As a personal investor, you need to make a direct economic investment and acquire a lasting interest of at least 10% of shares. There should be an aim to retain or create jobs within four years of the investment, and the assets must be worth at least €300,000.

      Documents required include:

      • Proof of creation or protection of jobs or commitment to do so within four years
      • Evidence that the applicant has or is committed to an investment of more than €300,000 in tangible or intangible assets in France over four years

      Legal Representative

      If applying for a Talent Passport for a legal representative of a business established in France then applicants will need to have worked in this capacity for at least three months in a similar business and earn at least €63,609 before tax.

      To apply the following documents are needed:

      • Proof of the applicant’s position as a legal representative of a business established in France
      • Employment contract demonstrating that the applicant has been employed by your company or group for longer than three months

      Artistic and Cultural Professions

      Performers, artists and authors can apply for a French Talent Passport. This is for those who create literary or artistic work, and they will need to provide the following:

      • Proof of their work as an artist, writer or performer
      • Employment contract if employed
      • If self-employed details of the project in France and its duration

      Person of International Reputation

      People with a national or international reputation may be eligible for a Talent Passport to enter France. This category applies to science, education, sport, arts and literature.

      Additional documents needed include:

      • Evidence that they are known and respected in their field
      • Details of the project in France, including its duration

      France Talent Passport Application Costs

      The cost for all categories of the Talent Passport is €225 comprising €25 stamp duty and €200 tax. This fee is payable in tax stamps which can be purchased online or at a tobacconist shop. Proof of this payment will be needed before the applicant receives their validated Talent Passport Residence Permit.

      A spouse and any dependent children will have accompanying family status. They will be entitled to Multi-Year Residence Permits for the same length of time as the main applicant’s permit. There is a fee of €99 for the Long Stay Visa issued to each family member and €225 for each Residence Permit.

      France Talent Passport: Step-by-Step Application Process

      Australian employers or businesses wishing to send employees to France on a Talent Passport must establish their eligibility and apply through the French consular authorities in Australia.

      Talent Passport Long Stay Visa applications should be made at one of the French consular agencies in Australia located in Adelaide, Brisbane, Cairns, Darwin, Hobart, Melbourne, Nadi and Perth.

      When the visa is issued, the employee can travel to France and is allowed to work immediately, they do not require a work permit.

      Within three months, the holder must request their Talent Passport Residence Permit. This is done online, and the Residence Permit will be collected from the prefecture closest to where the worker lives in France.

      All qualifying family members will be issued their own Talent Passport – Family. A spouse’s Residence Permit authorises them to work in France for as long as the main applicant’s Residence Permit remains valid. Children over the age of 18 may also work.

        Validity Period of the France Talent Passport & Renewal Options

        If the intended length of stay in France is under twelve months applicants will be issued a VLS-TS, a Long Stay Visa equivalent to a Residence Permit. This will be marked Passport Talent and must be validated immediately upon arrival in France.

        For stays longer than a year the applicant must apply for a Multi-Year Residence Permit. The maximum validity of a Talent Passport is four years, and it operates on a renewable basis.

        Renewals must be submitted three months before the Residence Permit expires. Holders must provide evidence that they still meet the conditions for holding the permit.
