    What is Stamp 0?

    Stamp 0 is a residence permit that allows non-European Economic Area (EEA) nationals who do not qualify for long-term residency in Ireland to live in the country for a temporary period. The following may be eligible for a Stamp 0:

    • Retirees
    • Elderly dependents of non-EEA citizens living in Ireland
    • Academic visitors of Irish universities or colleges

    To obtain a Stamp 0, you must be fully financially self-sufficient. If you are not of independent means, your sponsor in Ireland must be fully financially self-sufficient and able to support you.

    Eligibility requirements for Stamp 0 permission

    To be eligible for this visa stamp, you must fall within a group of people who can receive it. They include:

    • Retirees
    • Elderly dependents of non-EEA citizens living in Ireland
    • Academic visitors of Irish universities or colleges
    • People looking to extend a short-term visit as a result of exceptional humanitarian circumstances
    • Those who want to work for an overseas company to do a task for a short time

    The first three categories above are those who primarily receive this visa stamp. There are other Stamp 0 requirements as well.

    Elderly relatives eligible for Stamp 0 are those who meet the financial requirements. The exact amount required of them differs depending on whether they are self-sufficient or rely on their relative in Ireland.

    Another category that may receive Stamp 0 are people of independent means. These must have an individual income of at least €50,000 per year. There are also other financial requirements for this group which we will look into below.

    Academics who receive this immigration permission are those visiting an Irish university. They must be paid from outside Ireland and must not be in Ireland to work for more than 12 months.

    Conditions of the Stamp 0

    Those given a Stamp 0 must have private medical insurance; they cannot receive publicly-funded services or benefits, such as being treated in a public hospital. Their medical insurance must fully cover their healthcare while in the State. The insurance must be at or above the VHI Plan D level or equivalent to qualify.

    To be granted permission to stay through a Stamp 0, you must also be of ‘independent means’, which means you are fully financially self-sufficient or have a sponsor who is fully financially self-sufficient.

    If they are financially self-sufficient, they must provide proof of that, which can be through a bank statement.

    In cases where there is a sponsor, the sponsor must sign an undertaking that confirms they will take personal complete financial responsibility for their elderly dependent family member and that If they receive any state fund, they will reimburse it themselves. Also, the sponsor must provide full accommodation for the dependent relative with proof.

    Beneficiaries of Stamp 0 are not allowed to work or engage in business, trade, or profession in the country unless they have a letter of permission from the immigration authorities that clearly states they are permitted to do so.

    Although Stamp 0 is a temporary resident permit (which means any time spent doesn’t count towards reckonable residence for citizenship), you can renew the Stamp 0 every year provided you still meet the conditions for the immigration permission.

    Financial requirements

    Each person looking to be granted a Stamp 0 permission must prove they have financial backing, either from their own money or that of a relative they are dependent on.

    Elderly dependent relatives can prove they have financial backing from a sponsor by providing proof the sponsor bears the entire financial burden of the relative for the foreseeable future without resorting to state benefits or funds.

    To do that, the sponsor must prove that they received income after tax and deductions of at least €60,000 if there is only one elderly dependent or €75,000 if there are two elderly dependents. This income must have been received continuously for each of the three years before the application.

    If the elderly relative has another guaranteed income, such as a pension, you can use that to offset some of the financial criteria.

    Persons of independent means must have access to at least €50,000 per year and a lump sum of money to cover any unforeseen expenses. The lump sum should be equivalent to the price of a home in Ireland. You should be aware that the cost of real estate in the country varies by location. Property websites can provide a more precise figure, but you should plan towards about €100,000.

    Financial documents to prove the above should be prepared in a spreadsheet or tabular format and in euros showing income and expenses for each month. The document must be certified by an Irish accounting firm with knowledge of the format of overseas banking documentation.

    Please note that any funds reported in the documentation must be readily available and accessible money or pension; your investments do not qualify. You can also submit bank statements and other financial documents.

    Stamp 0 application process

    You can apply for Stamp 0 permission from Ireland or outside the State.

    If you are a citizen of a country with no visa requirement, you can submit your application from within Ireland or apply from outside the country. Note that elderly dependents need to apply for family reunification. Applications for family reunification for elderly dependents can only be made outside the State, regardless of whether or not they are a visa-required person.

    Citizens of visa-required countries must apply from outside the country. Even if you are in Ireland on a visitor visa, the Visa Waiver Programme or the British Irish Visa Scheme, you must leave the State before applying for this residence permission.

    The total steps for obtaining a Stamp 0 and entering Ireland are two to three in total.

    Apply for immigration preclearance

    The first is applying for immigration preclearance (permission to travel to Ireland) with a letter and required documentation. If you are successful, you will receive a Stamp 0 Conditional Letter of Offer and an Agreement Form from Unit 2, Domestic Residence and Permissions Division.

    Apply for a visa

    The next step is applying for a visa. One of the Long Stay D visas is relevant in this case. Elderly relatives can apply under the Family visa category, and other applicants can apply under other appropriate Long Stay visas listed on Include your Stamp 0 Conditional Letter of Offer in your application.

    If your visa application is successful, the Irish Immigration Service will grant you a letter of permission. This and the Letter of Offer are presented on the condition that you meet the visa checks and satisfy other requirements from an Immigration Officer at the border.

    Take the letter and other documents with you when travelling to the country and present them to immigration officers at the border. They will review your documents and permissions and, if satisfied, permit you to enter the country.

    Apply for permission to remain

    When you are in Ireland, register at your local immigration office to receive permission to remain. Both visa and non-visa required nationals are required to register. Permission to remain is usually provided for one year and can be renewed every year if you meet the criteria.

    All applicants must register at the Garda National Immigration Bureau in Dublin or their local visa office to obtain an Irish Residence Permit (IRP card).

      The required documents differ by the applicant, and you may not submit them all simultaneously.

      Elderly dependent relative

      The documents an elderly dependent relative needs include:

      • A copy of all pages of their passport
      • Copy of birth certificate
      • Evidence of relationship to sponsor, such as the sponsor’s birth certificate showing the dependent as a parent
      • Details of other family members in Ireland, including their legal status
      • Proof of available funds the applicant has, such as bank statements
      • Evidence that the sponsor meets the financial requirements of €60,000 or €75,000
      • Details on accommodation
      • Proof of full private medical cover
      • Details on their intentions in Ireland

      Visiting Academic

      Visiting academics are to provide:

      • A copy of all pages of their valid passport
      • Reasons for the request for permission to remain in Ireland
      • Details of other family members that are in Ireland, including their legal status
      • Proof of all funds available, such as bank statements
      • Letter from the host Irish university that confirms they will be working within the university for a set period (not longer than 12 months)
      • Letter from the university in their home country specifying their position in the college and that the home university will pay them while in Ireland
      • Proof of private medical insurance with full coverage
      • Police Clearance Certificate

      Person of independent means

      Applications should include:

      • A copy of all pages of a valid passport
      • Copy of birth certificate
      • Copy of marriage certificate or its equivalent, such as proof of civil partnership
      • Details of other family members resident in Ireland, including their immigration status
      • Proof of all funds available, such as bank statements
      • Financial documents that an Irish-based accounting firm has verified
      • Health declaration
      • Police clearance certificate
      • Proof of private medical insurance with full coverage
      • Reasons for the request for permission to remain in Ireland

                  No. Stamp 0 is a temporary residence permit. The time you spend in Ireland on this permission does not count as reckonable residence if you plan to apply for Irish citizenship by naturalisation in the future. Nevertheless, you can stay in Ireland for years by renewing your Stamp 0 every year.

                  When applying for Stamp 0 for elderly dependents, you must prove that the older adult is dependent on the sponsor.

                  A dependent is someone who is supported financially by someone else continuously. It also includes social dependency. You must show that the elderly relative cannot support themselves if they are independent or sustain such support if they try to support themselves financially.

                  Also, there must be a pre-existing dependency relationship, so the elderly relative must have been dependent on the sponsor before starting the application process. Proof of financial payments covering the needs of the elderly relative is a start to proving that the relative is dependent on the sponsor.

                  You must exhaust all options to ensure the Irish Immigration Service Delivery is convinced.

                  If you cannot prove this dependency relationship, you will have to explore other routes. For example, if the sponsor is a Critical Skills Employment Permit holder in Ireland, their parent is usually eligible to join them through family reunification.
